The N.C. Office of the Commissioner of Banks (NCCOB) is responsible for the chartering and regulation of North Carolina’s state banks, trust companies, mortgage companies, as well as registration and licensing of various financial institutions operating in North Carolina. Our mission is to promote and maintain the strength and fairness of the North Carolina financial services marketplace through the supervision and regulation of financial service providers in that marketplace. NCCOB is seeking a Public Information Officer/Legislative Liaison to develop, coordinate, and manage media and legislative outreach initiatives. Public Information Officer responsibilities include but are not limited to the following: Provide internal and external communications support for the agency. The scope of work includes media relations, messaging, branding and content development, agency website (public and internal), any social media postings, responding to public records requests, coordinating face to face, virtual public outreach, maintaining and improving the agency’s website and intranet, and setting and implementing communication policies.Promote agency goals of providing to both internal and external audiences accurate, up-to-date information in a timely manner on the agency’s initiatives.Must have the ability to work in a fast-paced, time-sensitive environment while effectively communicating with counterparts in the communications division and keeping the agency in the loop. Help write, draft, and distribute written materials including: press releases, interview briefs, talking points, correspondence, speeches and PowerPoint presentations. This position will assist in communicating with media: fielding inquiries, tracking down and/or researching information for media, and will assist in drafting and pitching compelling media pitches.This position will work with key staff to respond to news media and public records requests.Additional duties as assigned.Legislative Liaison responsibilities include but are not limited to the following: Analyze, monitor, and report on legislative, budgetary, or programmatic initiatives which affect the agency.Work with elected officials, legislative staff, and other stakeholders to promote agency legislative priorities and to provide information and awareness about the agency’s policies, procedures, programs, services, and operational needs.Cultivate relationships with elected and appointed officials, and external stakeholder groups in order to foster broad understanding and support for agency initiatives.Maintain proactive lines of communication with internal and external stakeholders to gauge the needs of the agency and identify opportunities to meet those needs through legislative initiatives, intergovernmental coordination, and strategic organizing.Oversee the coordination, planning, and implementation of special projects.Additional duties as assigned. This position reports to the Commissioner. This position requires a flexible schedule due to unpredictable legislative meetings that may run late into the evening and possibly weekends. Requires limited travel.Recruitment range: $32,780 – $88,216

Knowledge of communication and brand-building tactics for both traditional and digital platforms, with the creativity and foresight to develop a plan and put it into motion.Critical thinker who has strong organizational skills, a keen eye for detail, and can juggle multiple projects and deadlines.Must be able to work effectively and efficiently, independently as well as in a team environment.Experience in pitching stories to members of the news media, finding interesting or creative angles to share the vision of the Commissioner and the work of the agency. Media relations and/or spokesperson experience.Pro-active, go-getter who sees ways to improve communication processes and proposes ideas or develops recommendations and communications plans to close the gap.Considerable knowledge of policy analysis, legislative practices, and research and evaluation techniques.Working knowledge of project management principles, practices, techniques, and tools.Knowledge of research principles, methods, and resources; federal and state laws, regulations and standards for the management and disclosure of public information; methods and techniques of planning, writing and editing publications according to correct English usage and accepted standards of magazine and press publications. Knowledge of journalistic principles and practices as well as of techniques of disseminating information to the public through a variety of news media. Experience with social media and a wide variety of social networking sites, multimedia, web and intranet applications. Management Preferences: Experience and familiarity with North Carolina state government and the North Carolina General Assembly. Notary experience. Graduation from an appropriately accredited institution for paralegal training.

MINIMUM QUALIFICATIONS

Graduation from an accredited four-year college or university with a major in marketing, public relations, communications, journalism, public administration, business administration, political science, or a closely-related field, and four (4) years of progressively responsible experience in public affairs, community outreach, intergovernmental relations experience, legislative affairs, state government administration, or business administration.
